This is quite confusing, but we need to use solder mask to define solder
pads on a copper ground plane.  The mask does have some extensive details,
so we need to apply it with some control.  Screen printing doesn't seem to
work because of the limited space we have to work with (approximately 2"
square).

        Is there a reason you need Dry Film Solder Mask for this
        rework? Why not use a UV cureable solder mask instead.
        This way, you would not have to thermal cure the assembly,
        and cause damage to temperature sensitive components.
