Hi Susan -

I think since MIL-C-28809 went by the wayside, there is no longer a limit as
to allowable quantity of jumper wires on production boards.  So far as
quantity of wires goes, you may want to consider first, the origin of the
jumper wire requirement:

    Engineering changes - jumper wires resulting from engineering changes
are ultimately an economic factor - if they are cost effective, then there
should be no quantity limit (within reason, of course).  (Obviously the
weight of the wire should not be allowed to exceed that of the board - HA!)

    Repairs - jumper wires resulting from KNOWN causes, ie., cut circuit,
field damage, etc., should probably not be limited in quantity;

    Repairs - jumper wires resulting from UNKNOWN causes, ie., circuit
opened up in test, circuit open for no dicernible reason, etc., should
probably be limited to only 2 or 3 per assembly.  (Boards with these type
failures pose a substantial risk of deteriorating further, assuming such
causes are faults at trace to barrel junctions, etc.)

    Repairs to render combat serviceable, in the field - none of the above
apply.

The situation with prototype and development boards, obviously, is not
included above.
