Water reuse has always been something better in theory than actual practice.
I used to own a company that did a lot of closed loop systems. We were quite
successful in the metal finishing applications, less so in PC. There has
been some high profile failures in PC Fab, I will not get specific, but it
usually comes down to organic fouling. This is difficult to pre-filter.

It is very possible to recycle metal bearing wastes, without organics. It
come down to economics, (cost of water, equipment ROI, regulatory pressure,
etc)
