It all depends. For prototype during development, it can be any number. In production,
if the number is more than 1-2 percent of circuits ( read as traces) on the board, you
have a design/manufacturing problem. Typically an engineering change (EC) is done on
the design and board is refabed. More repair wires means higher probability of failure
in the field.
