  Bellows is the specification of our radial inserter machine

  Nominal Hole Diameter = lead diameter + .019 +/-.003 inch  ( 0.4826 +/-
0.0762 )

  Hole sizes less than the recommended size may result in degradation of
insertion reliability while holes that are greather than recommended may
result in loose components in the printed circuit board.

  But in the same manual when they specify the cutter head the relation
between lead and hole are the following :

 90 degree Offset 2.5 / 5 mm long lead N type ------------>  lead .025  /
hole 0.039    hole = lead + 0.014
 90 degree Offset 2.5 / 5 mm short lead N type ----------->  lead .025  /
hole 0.039    hole = lead + 0.014
 60 degree Offset 2.5 / 5 mm  N type ------------------------->  lead .021
/  hole 0.037    hole = lead + 0.016

 These two specification gave me a litle confusion, but 0.014 seems to be
the right number.
 Sorry I just was trying help you ....
