What would be the rational of using soldermask instead of conformal coating?

Can dry film solder mask be applied to a completely assembled board at a
localized area?  Could someone explain the dry film solder mask process?  Is
there a service available that could do this?  Is there any other method of
applying solder mask to an assembled board?
