Thank you so much for replying back.
I'm sorry my note was short.  I have more work right now than I need.
RH is short for Radial - lead component insertion machine.
I want to make sure I understand you so I well give
 you my interpretation on your reply.

Decimals of inch .014 Converts to 0.3556 millimeters
Decimals of inch .020 Converts to 0.5080 millimeters

So if your lead was 0.020" ( inch ) than your Hole dimension would be 0.034"± 0.004 (inch ) 

Therefore if our lead is 0.5080mm (millimeters) the 
the hole size would be 0.8636mm ± 0.10 (millimeters)

The hole dimension is 1.1 ± 0.1 millimeter 
So I can ask our design department for a design 
change 
From the 1.1mm±.1 to a 0.8636 mm ± 0.1
A change of 0.2364mm

That is my interpretation of your reply.
Do I have it right or am I brain dead this morning I have not not not not had time to check yet.

manufacturer recommended. Specifically, we do .014" over lead diameter for
the hole as a general format. We generally have 3 different lead diameters
which relate to 3 hole sizes for automatically inserted components.

It is Friday, so I am bit thick, but I do not understand the RH. So, to
continue with comments on your information, my belief is that it could be a
situation of oversized hole with a possibility of clinch angle and length
thrown in for good confusion. Remember the lead will only take up a certain
amount of the hole and the solder needs to fill in the rest. If the hole is
oversized, and the lead is short, or not at a good holding angle, you could
have all sorts of 'wonderful things' happen as a result.

I hope I am not too far off base on your question. If so, feel free to slap
me around and wake me up. If I can lend any more help (or confusion!) just
holler!
