ANSI/ESD S20.20-1999 was approved on August 4, 1999.  EIA-625 was the
standard referred to in J-STD-001 for handling. The new standard covers the
development of a complete ESD control program, including handling.
MIL-STD 1686 is now a "Standard Practice" document and is planned to be
canceled and replaced by ANSI/ESD S20.20-1999 now that it is released.

The short answer is - there is none.  We decided to not reinvent the wheel.
The ESD committee looked over EIA-625 (quoting the reference from memory so
take that with a grain of salt) and found it to be sound.  I would recommend
you use that.  The ESD committee usually recommends that document when such
questions come in.

The last I heard, the EOS/ESD Association was in the process of writing the
successor to MIL-1686, but don't know where it stands right now.
