You may feel as if this is being done under lock and key by being part of
various consortia, including NEMI. But typically consortia work together to
make a standard and then eventually share that, but some of the advantages
and learning that goes on within the consortia benefits those who are part
of it more so than being on the outside since they pay the freight. That is
a fact of life. And I think we (NEMI) have been quite trasnparent with what
we are doing and how we are going about our work. The consortia will, in
time, publish a lot of the work - but there has to be an advantage to those
who particate. One large piece of nice work that is available from NEMI
member NCMS is the report on a three year project they carried out on lead
free solders. It is available on CDROM and can be ordered directly from
NCMS. Check their web site or call Lee Patch at 734-995-4972.
Secondly, when I said that an alloy choice appeared to be made, it was for
N. America and Europe in the sense that many in this part of the world and
within the Consortia are doing work on those listed alloys. As the
infrastructure is built around that "choice", it becomes a standard, and
that is already underway. Is it fair? maybe. Realistic? definitely. The
Japanese OEM's are working on many proprietary alloys inclduing Sn-Ag-Cu
alloys and to my mind are not seeing eye to eye and we can't afford to wait
on them to make a choice, when and if they ever do.

Paul/Kirk,
It was a result of a thorough review of industry data from both the U.S. and
Europe that
our alloy committee compiled and analyzed followed by approval of our member
OEM and EMS companies. While much of the data is readily available, some of
the data was provided by member companies. The overall data base is only
available to NEMI member companies. If you are
interested in membership, see the NEMI web site for more information
(www.nemi.org) or call Ron Gedney at 703-834-2084.
My main point is that there is a very short list of similar alloys out there
that the component suppliers should be working on based on the voice of many
of their customers. To suggest the component suppliers should wait until
April 2000 is a poor recommendation for those want to be proactive in the
Pb-free arena.

In my mind the choices have been made. The NEMI Pb-free Project has chosen
to move forward with Sn-3.9Ag-0.6Cu for our evaluations of reflow
appliations and Sn-0.7Cu
and Sn-3.5Ag for wave applications. European activities have also
identified
the Sn-Ag-Cu family as the recommended Pb-free alloy family. Thus the
component finishes must work with those similar alloys. There is no need to
wait until April 2000, the OEMs and EMSs have already made the choice and
the solder suppliers can supply these alloys.
