Susan,
in the "old" Bellcore Physical Design (TR-TSY-000078) there were specific
call outs as to the number of jumpers that could be added on an assembly (as
well as some wire routing criteria). There were also similar call outs for
repairs made to PCB conductor traces using Kovar ribbon.
I know that this document has been updated/replaced with as newer one, but
don't have a copy at my fingertips (I'm no longer directly involved with
Telecommunications).
Hope this helps; sorry its a little vague.
