Pure cotton will never insulate to that extent. Synthetic fibres and low-cotton mixes
(often sold as "cotton") may. Cotton is sufficiently hygroscopic that the IR is never
brilliant, even at 15% RH. Would you grab hold of a live 200-500 V power cable with
cotton gloves?
