I can only tell you want I know and use.  IPC 610 

Page 67  Under Marking
States 

The fabrication and assembly drawings are the controlling documents for the locations and types of markings.  Marking criteria specified in the drawings will take precedence over these guidelines.

In general additive markings over metal surfaces are not recommended Markings which serve as aids to assembly and inspection need not be visible after the components are  mounted.


This unless stated from customer / or on drawings would remove your reworking the parts.

  IPC States on Page 63 

For residues on the PCB I can only assume you are talking about Flux.

You did not say.

But you can look in 5.0 Cleanliness for information.

Does anyone else have trouble getting repaired boards through their QC
people?  We are constantly replacing resistors (that function fine) but
their color bands can't be read, or components (that function fine) that
have discolored the board under them.  I'm looking for standards to help -
right now our QC makes me do 5x the work needed to repair the board because
they inspect it like a new board.

Any ideas?
