IPC-9191 "General Guidelines for Implementation of Statistical Process
Control (SPC) should be released very soon by IPC. The auxiliary documents
of IPC-9192, IPC-9193, IPC-9194, and IPC-9199 are being worked on.  You may
be able to obtain draft copies from IPC. This is basically what you are
looking for. When you choose someone for in-house training, pick someone who
is familar with ISO 11462-1. This standard has been adopted as the
foundation of IPC-9191.
