Morning Techies.
anyone who has tested the simple method described by N.G. Paulter at National Institute of Standards and Technology? You just cut out a rectangular piece of the unknown PWB and put it in a simple fixture, then run TDR and extract the EŽ. The method i useful up to 10 GHz and takes just some minutes. For "floor" use, just for rapid finding of material properties during different circumstances.  You can read the article in PCIF CircWorld Volume 26 No1 oct-99.
