Paul,

Looks like the PCB is single-sided without thru' hole plating. Check the
following possibilities:

1. Resin smear on component lead - Usually happens to dip-coated or epoxy-sealed
components.
2. High component lead thermal mass - Usually happens to heat sinks.
3. Vacuum effect - Happens when the component seats tightly onto the PCB, such
as aluminum electrolytic capacitors with rubber base and snap-in leads.
