Expensive way:
Maybe expensive, some DTP tools from Adobe, which should be able to
export PDF and  can import HPGL. No own experiences, however. I don't
know whether Acrobat itself, the "mother" of PDF is able to import
HPGL.

Low budget way:
Import in qny (low cost/freeware) HPGL-Viewer, GC-PREVUE, or maybe a
Office/DTP software like Designer or Corel Draw which can import
HPGL, then print with the standard windows postscript printer to a
file. Then try to get Ghostscrip/Ghostview (it is freeware and
available on the internet under http://www.cs.wisc.edu/~ghost/) which
can view/print the Postscript file AND can convert it to PDF.

That's the way I do it.
