IPCWorks 99 (last week) focused on this very subject.  The Proceedings
should be available soon.  Contact IPC.  I believe there is an ITRI-UK
website, http:/www.lead-free.org.  IPC also has a listserv similar to
technet, info copied here:

(I communicated with someone from IPC on the topic of Lead-Free solder.
Unfortunately, I've misplaced the e-mail, so my apologies on not copying
you.)

In ~1996 I attended an ARPA (now DARPA) conference on "Green PWB
Manufacturing" (hosted by Sandia Labs in Alberquerque)- a specially funded
program/mandate from the US Congress.  It was filled with all sorts of
environmentally friendly PWB methods of manufacturing and disposal.
Examples included making resin from plants (work at IBM) and drainless PWB
manufacturing (P??? in Colorado).  Very impressive.

One topic discussed was the amount of lead in solder and going lead-less.
The conclusion within the talks and among the participants that the amount
of lead is miniscule in PWB compared to other worldly sources.  And that
focusing on lead-free solders was an overkill and not worthy of future
research (for the time being).

Does anyone have a recent reading on this?
