Nice to hear from you.
As I am now living on a small Asian island in the middle of the Med.,
and a non-EU member, I'm not really in touch with Europe. However, I'm
sure there must be at least printed lists of elected representatives for
each country and for Europe, probably also on Internet. One I know of is
the Bundestag at:

(in one line, of course, should it get split). I imagine there are also
links to national parliaments.
As for the OEMs, I obtain the impression that they think it is something
that is becoming inevitable and I have not really heard much opposition
to banning lead coming from them. However, they have the resources to
both voice opinions and research substitute joining methods, where, as
usual, it is the small and medium enterprises who will be hard hit, some
of them inevitably to the point of bankruptcy, as happened with the
CFC-113 phaseout. The profitability of SMEs in our industry is such that
over half of them have no resources to make a major change in operating
procedures and half of these are already well overstretched. My estimate
(from customer lists) in Switzerland is that 5% of electronics SMEs went
to the wall during the CFC phase-out period, but not necessarily due to
that alone.
Then, as you rightly say, it is a marketing opportunity for some.
