-Your problem is not all that uncommon.  Many folks try to use the
requirements of IPC-A-610, J-STD-001, or some other comparable standard to
judge the quality of repaired products.  Education of the QA Manager (and
subsequently the Inspection force) is the only answer to the problem.  Each
category of corrective action (rework, repair, refurbishment, overhaul or
restoration) has an accept/reject criteria that is unique to the corrective
action category.  Rework is the ONLY corrective action category that results
in a product that will fully meet the original design and drawing
requirements.  Unless you can get the attention of the QA manager and discuss
with them the realistic limits of a repair action (it don't have to be
"pretty", it just has to work) life will continue to be difficult.
