Michael,

If the spacing is so tight, then you can fab some 'dummy SIP/DIP' with titanium pins
(to fit 035 vias) plug them in , wave solder and then remove prior to cleaning.
Titanium does not wet with solder. A snug fit will keep vias  free of solder during
wave solder. This was also tried and found to be effective while doing process
development at the Big Blue.
