The customers concern is justified. How do you keep both feet on the floor
at all times? chairs are not effective as a grounding agent by themselves.
ANSI/ESD S20.20-1999, ESD Association Standard for the Development an
Electrostatic Discharge Control Program for Protection of Electrical and
Electronic Part, assemblies and Equipment(Excluding Electrically Initiated
Explosive Devices) states in Paragraph 6.2.3.1:
"All personnel shall be bonded or electrically connected to ground or
contrived ground when handling ESD sensitive items. When personnel are
seated at ESD protective workstations, they shall be connected to the common
point ground via a wriststrap system"

I agree with the other responses submitted so far. We wear wrist straps
(metal watch-band type rather than fabric)and dissipative smocks and work on
conductive workbench surfaces. The straps and workbenches linked and are
constantly, electronically monitored and sound off if there is a circuit
interrupt. We do not employ conductive shoes, floors, etc. as the wrist
strap and smock together provide good protection seated or standing. In my
opinion, you could save a lot of money and worry by implementing the more
reliable wrist straps and forgetting about the shoes.

We've recently received some complaints from a customer who is not happy
with the fact that our operators don't wear wrist wraps during seated
operations like handsoldering and inspection. Our factory relies on
grounding through the (conductive) chairs, ESD-shoes, conductive floor and
ESD-workbenches, but the chairs are tested only once per year, which is
obviously less frequent then one would test wrist wraps.
Is the customers concern justified, and should we introduce wrist wraps ?
