Can't you design, fabricate and assemble using software like VALOR?

PCB Design uses 1 type of software, and PCB Fabricators use another type,
and PCB Assembly uses still another.
Exactly what are you wanting to do and where in the PCB process are you,
design, fabricate, or assembly?

Pro-E (Pro-Engineer) from Parametric Technologies and IDEAS from SDRC are
both "mechanical" 3D design tools and not PCB design tools.
They can read and write IDF data to communicate with PCB Design tools and
both tools are known as high class, high  end
but to actually design PCBs, you need a completely different type of
software.
