Another thing to note is Soldermask Inks have come along way.
What was being used at one time for bulk fillers and matting
agents has changed greatly to help with both solder balls and
SIR values.

Won't take that bet, but my experience indicates that you'll see maybe a

SIR value with a very matte mask versus a gloss or semi gloss after

processing and cleaning.  You'll also find that after wave solder, matte has

tendency to retain solder balls than gloss.
