It sounds odd that your supplier would have trouble with matte LPI but not
gloss. There's not a whole lot of difference as far as processing goes.
Most shops prefer matte for a variety of reasons and my experience is that
customers like it as well. The solder ball issue you brought up is the
reason most PCB users prefer matte. Due to surface tension solder balls
don't form like they do on gloss mask.
I would ask your supplier to figure out their processing problem rather than
allow them to change all your product. You may want to allow them to ship
you some samples but I wouldn't let their problem become your problem.
