Sounds like missing nickel barrier Ken ;
that is gold merrily diffused straight in the copper .
I know it sounds hard to believe ; ship it back,
I'd say you'd have a hard time to wet it .
Than again, the fab folks would know better .

Anil i consistently used to battle with the same problem :
different suppliers using different standards using different methods using
different machines .
Ended all the interpolations rather drastic way :
If they want to sell ; they have to verify their measurements with ONE
adopted benchmark (one lab);
independent (as i found some "measurements" were follies) which I specified
.
Crystal ball interpolating prior to this a dozen of validated fabs was
getting me absolutely nowhere ;
as the 0.3um measurements were mostly on resolution limits of test
instruments .
I used to get minus(!) readings from some "labs" = say -0.2umAu .

Guys,
I have received a Nickel-Gold fab from my fabricator and found some randomly
located brown pads, missing shining gold finish.

What kind of defect is this? Is it ok to proceed assembly with the this kind
of defect? Any reliability concerns?
