Currently published IPC standards have minimal information on this.  Changes to the
proposed IPC-A-610C address some issues related to attaching jumper wires, but stays
clear of guidance on how many.

IPC-7721 Repair and Modification of Printed Boards and Electronic Assemblies has a
proposed new section 6.1 that again provides guidance on attaching jumper wires, but
again don't address how many.

It is really a user determination.  Every jumper wire adds potential failure
mechanisms, potential for cross talk, and may impact on ckt performance due to
impedance changes.  However, those jumper wires may also permit continued use of an
expensive assembly, or add new functionality to an existing design.  It's an
engineering call/fiscal call.  Small quantity of assemblies might be cost effective
to jumper mod rather than new design costs and new board fabrication.
