  Intel says that inside the MBB ( Moisture Barriers Bag ) the component can
survive for one year from bag seal date ( Intel storage time plus customer
storage time ) in conditions as critical as 40C and 90% RH. Besides this
fact, the components came with a HIC ( Humidity Indicator Card ) that tells
you if need rebake or not.
  For in Process storage Intels says  you could store  PLCCs and PQFP ( =<
100 leads ) outside MBBs for long period of time if RH is less than 10%.
  This matter is not so simple, the moisture absortion rate is material and
size dependant. I recomend you go to Intel web site and download ( pdf
format ) the chapter 8 of 1999 Intel Packaging Databook, you will find 28
pages about Moisture Sensitivity/Dessicant Packaging/Handling of PSMCs
