I did not see a answer to your question.
So if I have duplicated your answer I'm sorry.

Please look at page 88 in IPC -A-610B
There is a Minimum Turns of Bare Wire Table.
This would be for your Solderless Wrap.
Or for Terminal wraps note starting page 40
under Component Installation and Wrap Amount
If you do not have it let me know and I'll fax it to you.
Hope this is what you wanted I'm not sure what your trying to do.

I've never seen anything in IPC-A-600E regarding the use of jumper wires. I'd be curious to know where you find this at.
