The correct answer is.

According to IPC-D-325A, 1995, Page 76 Section 10.8:

Schematic diagrams.....Reference designators shall be assigned from
left to right, top to bottom, prior to back-annotation.
------
But I agree that on the board they need to be renumbered LRTB.
This maks it easier to find components on the PWB.
