Julie:

We had this issue to deal with at my former employer.  A disgruntled
employee filed with the OEPA and that triggered a nine month activity with
resulted in a nice letter from OEPA that indicated that disposal of these
materials (from SM/Silk Screen) are not hazardous.  There is a letter on
file if you would like to get a copy of that.  Just remember, that is one
inspector in Ohio.  Who knows how the regs. are being interpreted in your
town.
