The original question had nothing to do with wire wrapping.
And mine is not a question either...but a comment: I looked in IPC-7711 and
IPC-7721 and found nothing about how many repairs/modifications are allowed.
Only HOW to do them (for jumper wires see IPC-7721 Procedure 4.2.4). I think
it would be up to a customer to decide how many should be allowed.
MIL-PRF-55110 allows none.
