Hi Ken,

Personally, I really don't care what the spec says. I for one would never
knowingly  ship .0004 of copper to my Customer and surely wouldn't try and
defend it by using the spec average.  I understand that a hole wall with
only .0004"  of copper plating ( thin spots ) can be a serious reliability
concern. It also can manifest itself into blow holes.

Just my opinion.
