The Hypophosphite content in an Electroless Nickel bath is only VERY casually
related to the Phosphorous in the deposit. The main determiner (is that a
word?) is the pH of the bath. Another factor is how long they replenish the
bath before dumping.
The chemistry vendor should be able to give data on what the P content is
SUPPOSED to be, if the pH is correct.
