Hello
The boards are HASL  class 2 that are used in the telecommunications
industry. We had a solder guru in and he stated that the boards did not
appear to be cleaned properly. He talked about organic flux wash,then  hot
water wash at a specified temp of at least 140 degrees and finally a blow
dry.  The boards are single sided that we put air coils and caps into.
