Hi Ken,
It is oz. per sq.foot, the reason for weight is,
1) copper is traditionally sold by weight,
2) the specific weight of plated copper is not a constant, it varies with the
amount of non-copper inclusions, like organic additives from the plating
brighteners, etc., and it is less than rolled copper.
3) the adhesion tooth makes measurement of Cu-foil thickness difficult.
