Sounds like you could use one of those little circuit board prototyping
machines that are made by LPKF. (http://www.lpkf.de )

Does anyone know where I can get a mini (table-top) drill press with
precision location in XYZ?  I used to have one for drilling out PTH in
multi-layer PCB's for design changes/verifications/prototypes.  I would like
to have .001" accuracy in all three axes.
