Jon & Steve,

A less costly option would be a vertical end milling machine like the ones
found at http://www.micro-tools.com/ .  They go for around $800.00 and are
more manual in nature. Download the pdf format catalog, they have lots of
neat small tools.

I'm also looking for something similar except I want a stereo microscope
attached to the machine for accurate visual alignment.  I might be forced to
work with our e-cad guys and design my own if I can't find what I'm looking
for.

I think you're looking for something a little more sophisticated than a
"Dremel" drill huh? If you go to: http://www.t-tech.com/ , they have the
kind
of machines that meets your accuracy specs. They have a machine called
"Proto
Drill", and another called "Quick Circuit" which is a combination
drill/router. The Proto Drill can do holes as small as .008", and the Quick
Circuit can do .013". Both are accurate to .001"...you're looking at around
$20,000 or so...not cheap!
