   Nils,

  The item number 4 seems to be the major factor against DFM.

  In the previous company we had a closed loop system that allows good DFM
practices without fighting each others.
  Basically we had one centralized CAD system to be used for all designers,
the library is the same for all plants of division.During the assembly if
some improvement can be done this information will be discussed in a
conference call with all manufactures people, if the proposal is aproved the
upgraded is done in CAD library, so next time the design try to make the
same layout will cause rule violation and only the aproved design will be
allowed. Pad design for new components can be tested in laboratory or in
first board release during pilot test. This is a continuos improvement
system that avoid mistakes.
  Design and manufacture are linked by the CAD library and a good team work
keep things working smoothly ...
