I believe IPC has a weight loss (or weight gain) test method to check the
volatile of the PWB during qualification... If the material is fully cured
or low moisture, it should easily pass the test...If your vendor is
qualified as IPC class 3, you should be able to ask about the test results
provided by the vendor (until you feel it is no longer a problem).  Both
un-cured UV or moisture problem PWB normally would fail the test...(can't
remember the IPC-T number...sorry)..I don't think your vendor would (or
should) charge you for the standard IPC test.
