Once per month is conventional. They should be checked visually for wear
on the protective components and the presence of the protective
components.  Visually for the presence of restricted items (plastics,
personal items, etc). Electrically with an ohmmeter at minimum for
proper conductivity to protective ground I.E. not to high (or open) and
not to low (dangerous).  Checking you work surfaces is only a small part
of proper ESD protection.  Yes, there are standards available from the
ESD association, 7900 Turin Rd, bldg 3, Suite 2, Rome, NY 13440.  Also
consider joining a local chapter affiliated with the ESD association.
Our local chapter can probably point your way, www.esdsv.org.  Also
consider purchasing, at a very nominal cost, the ESD control and
verification documents from AT&T/Lucent Technologies.  They are well
worth it.
