Hey Terri!

I just got off the phone with a gentleman named Martin Ingall of Accuspec™ (I 
had to put that little ™ in there...hehehe) They make just what you're 
looking for...not be cheap however as these are very precise tools. Below is 
a paste from the Product Preview of 1996's NEPCON East (How that came up when 
I did a search for Accuspec™, I'll never know...weird huh?) But anyways, the 
phone number is still good 'cause I just talked to the gentleman...

ACCUSPEC™ for Pick-and-Place

Silver Spring, MD — Technology Information Corp. has introduced ACCUSPEC for 
pick-and-place, reportedly the only independent method of measuring and 
ensuring the accuracy of automatic component placement machines. According to 
the vendor, the product consists of a kit which can be used with all types of 
pick-and-place machines, including mechanical, laser, vision systems, 
flexible placement and chip shooters.

As an on-going calibration tool, the new product is said to eliminate board 
and component variations that arise from regular use, inspection and 
maintenance of the autoplacer. It reportedly ensures that new pick-and-place 
systems comply with the original specifications at time of purchase. 

The system includes chrome-etched glass components with highly accurate 
cross-hairs at their centroid and special features for such applications as 
fine pitch and BGA. A master glass plate acts as a board on work/holder 
transport, while the precision glass placement components are picked and 
placed onto the plate. By viewing the chrome-etched features, positional 
errors are easily identified. The system evaluates all six key areas to 
determine accuracy and repeatability of your system: substrate, parts, 
centering, feeders, XYZ movement and vision.
