  this was just a big thing last week!  If you want, I will forward all of the replys and various messages that I got regarding this subject, or you can search the Tech-Net archives on http://www.ipc.org.  Look for messages with the subject of "Semi-Aqueous Cleaner" and dates of 8/15-today.

The upshot of our discussions was: yes you can use water soluble flux for military apps, but I was the receiver of the information, not the sender.  They would know the answers to the rest of your questions.
