Stephen,

Try the most simple approach. Someone within that organization is
responsible for profitability. I would recommend highlighting the excess
costs associated with unnecessary rework while pointing out that the rework
being done is unnecessary with regard to spec.  Dont lose sight of the fact
that in many cases unnecessary work is being propagated to justify jobs. IM
not saying that is the case in your instance but I have seen it to many time
before. Especially in cases where "thetas the ways its always been ".  The
ideals of doing things just to keep folks busy will put you out of business
in this industry.  That is an unfortunate reality but one that must be
confronted to stay competitive.  So,  the best course of action I can
recommend is to address it with the money folks.
