Hi Steve,
I sure can feel for you. But all this wasted effort——not to say anything 
about the opportunities presented to make things worse——should be a rich mine 
to reduce costs.
The drive to reduce typically comes from the top——my suggestion is to go up 
to the people who have the authority to tell QA (a misnomer in this case if 
there ever was one) to waste money elsewhere——maybe a competitor. You are not 
going to win this on the technical merits with (misguided) technical folks.
