Thank you for your confidence.  I like to think I am a good chemist.  I
believe you may need some sort of supernatural, or religious influence.

Suspect that this may be a multi-stage cleaning operation.

Part of what you can clean with is clearly influenced by what substrate it
will be touching.  To clean away the mask, and destroy the substrate would be
not real bright.

Give us an idea as to what is the substrate, all parts.  FR4?  Tin/Lead
solder?  Soldermask?  Plastic packages for chip?  Ceramic?

Another way to handle this would be to recreate the problem, using dummy
assemblies that you do not mind destroying, and then do some experimenting,
or send them to the vendors like me, who claim to be able to do anything.

Anyway, I suspect that this is going to be REAL difficult to do, with no
substrate restrictions, and with them....well, call on divine intervention.
