Steve,

IPC-A-600 / IPC 6011 identify Class 3 as High Reliability Electronic
Products.

Basically this would apply to boards who end use require continued
performance or performance on demand, as such, most medical devices would
would certainly apply here.

I personally have never seen it defined as Class 3 Medical, but they may
just be classifying it for their own use/purpose. Probably best to clarify
it with the customer.
