A good place to look at recent IPC documents for status is
http://www.ipc.org/html/revstat1.htm, there you will find that IPC-233A was
superceded by IPC-FC-232.

The old 233 says the 233/1 refers to specification sheet 1, M is adhesive
type (acrylic).  23 translates to 2  unsupported film 2 mils thick per para
1.2.1.7 and the last 3 means class 3 - high reliability.  The zeros in
between mean there is no call out for:
supporting dielectric film
reinforcement method
reinforcement type
supporting dielectric film.

IPC-FC-233A/1 says it is flexible adhesive Bonding film (acrylic)  Material
designation 000M and gives the required properties, the tests, and methods
of test.
