Hi, Steve!
I think that what Werner meant was the center of the hole, not of the PCB.
For your application- I would certainly take the risk, but I am not you, and I can't
give you any proven data about reliability in this case.

P.S. I asked some days ago a question about the reliability of press fit connectors in
ENIG plated holes. I did not get any answer, and wonder if someone has one.
