I believe what you are refering to is what IPC-T-50 calls a
"Clearance Hole". The definition for this is as follows: A hole
in a conductive pattern that is larger than, and coaxial with a
hole in the base material of a printed board.
Clearances are normally found in the plane layers of a
multilayer board.
