Setting aside any quality issues related to traceablity of supplier and so
on.
Solder manufacturers generally base their product claims on the purity of
their material, and the merits of the process they use to attain this high
purity.
So if both suppliers are responsible quality companies supplying electronic
grade material and their product claims are true, then all you have from
either supplier is pure tin and pure lead perfectly alloyed together in
perfect harmony.....
On this basis the solders must be identical and can be mixed in any
proportion.

[I thought this was better value than just saying "technically yes"]
